## Organisation & Events
### Please detail the society's aims and objectives.
The overall aim and goal of the Computer Society is to promote the use and enjoyment of computers within the University, by all students including those for whom it is not an academic requirement.
To this end we employ the use of the computing skills, knowledge and resources of the society, computer based information services, combining both the practical and the entertaining, to bring computers to the masses.
In recent years we have also been strongly promoting social skills and networking of our members.
### How has the society's work fulfilled these aims and objectives? (max 400 words)

At the heart of Computer Society lies our (33 years old) Skynet computer cluster.
* Host services for Computer Society and other Clubs/Socs

* We used to host UL Wolves on it

* Be a point of contact with ITD
* Touchstone for our alumni members to interact with our younger members
#### Talks and Presentations
We try to do as many social events as we can, tech is a field where creativity and soft skills are as important as the technical skills.
To facilitate this we invite in speakers from industry to talk about their experiences.
Notable speakers in the last year:
* NetApp
* Intel
* IEEE
* Patch
We also encourage members returning from co-op/internships to talk about "The Good, the Bad and the Ugly" of their experiences.
This has lead to these members improving their public speaking abilities as well as inspiring our younger members.
#### What UL doesn't teach
The courses that UL (in particular CSIS) teach are really fantastic.
However as an institution it can be slow to react to the ever changing landscape.
As a student run Society (full of passionate people) we are agile enough that we are able to create targeted events to cover the cutting edge of technology.
By providing these Peer Learning supports we aim to help people to become more invested and involved in their academic degrees.
#### Conferences and Competitions
To help encourage professional development we now go to at least two conferences a year as a society.
There are a multitude of programming based competitions now held in Ireland annually.
We are now supporting and encouraging our members to go and compete at these.
#### Inter C&S and Committees
Networking is important, we have formed strong links with Games Development Society, Games Society and Anime&Manga.
Additionally we provide games servers to any Club/Society who ask for them, to help facilitate bonding in that Club/Soc.
We are heavily involved in the Virtual Committee Networking, we believe that networking and communication is the way forward to improve all of Clubs/Societies.
We have worked with UL Wolves in order to help manage the discord server, providing each Club/Soc with its own space.

Computer Society is like glue, we help our members form strong bonds as well as strengthen relationships between Clubs/Socs.

Our committee structure has been stable for many years and takes the form of:
#### Elected Committee
These are the center of the committee and comprise of:
1. Chairperson
2. Secretary
3. Treasurer
4. Safety Officer
5. Public Relations Officer (PRO)
6. Senior Systems' Administrator
7. Ordinary Committee Members (OCM)
One other quirk is while many on the committee are technically OCM's we have found it is best to name their roles.
Currently this would include "1st Year Rep" and "IT Officer".
This is especially true for intensive roles such as Treasurer or PRO wherein we have "Assistant Treasurer" or "Assistant PRO".
#### Skynet Sub-Committee
Skynet sub-committee is in charge of the Skynet computer cluster.
The skynet cluster hosts many of the services for our members and other Clubs/Socs.
They run, upgrade and train members in use of the cluster.
#### Advisors
Advisors are former committee who have been asked to remain part the committee.
They provide a "Wisdom of the Ancients", knowledge and experience from their time on committee as well as their current industry connections.
#### SISTEM Sub-Committee
This year we are also joined by the SISTEM sub-committee whose goal is to organise and run SISTEM.
SISTEM is Ireland's only student run tech conference: https://sistemconf.com/
It is the spiritual successor to SkyCon which we used to run.

#### GDPR - Virtual Committee Networking
As part of our work on the Virtual Committee Networking we had to gain GDPR approval.
This was the most significant aspect of the 6-month effort as it involved various stakeholders:
* C&S
* GDPR Liaison
* UL Wolves
During the process we had to show what data we were collecting and to clearly show that it was being stored securely.
We were successfully able to gain both C&S and GDPR approval for this venture.
#### Engagement
As a Society whose core membership are digital first, inter-personal interactions always pose a difficulty.
Understandably our (online) Discord server is a lively hub of activity where alumni are side by side with our college faring members.
In person events have always been an area we have had issues keeping attendance numbers up through the year.
For the most part this is because our members often prefer the online interactions.
The solution we have found is to plan out each semester in advance, scheduling a mix of events, from technical to social.
We have also done outreach to the students of CSIS, presenting in classes (with permissions of the lecturers) as well as word of mouth.
For example we were specifically asked to present to the ISE course.
### What systems have been put in place to ensure the continuity of the society and to ensure its ongoing success? (max 400 words)

#### Training up new committee members
We are a 30+ year old society whose focus is Computers, however we know that you cannot ensure the continuity you cannot entirely rely on technical solutions for a people problem.
Training people up with on the job experience is far more invaluable than any handover document.
On our current committee we currently have two "assistant" roles:
* Assistant Treasurer
* Assistant PRO
These folks will be stepping up to the core roles in the future, helping to secure our society for (hopefully) another 30 years.
#### Advisors
Advisors are former core committee members who have been asked to stay (somewhat) involved in Computer Society.
The goal of this is to be able to draw upon their experiences and council in order to guide the society forward.
Because of Covid the "Training up new committee members" faced difficulties, however we were able to draw upon our alumni in order to carry on.
We did loose a solid chunk of institutional knowledge but with their help we were able to rebuild and forge a new path forward.
#### Open Governance + Wiki
A phrase in industry is "If its not written down it never happened", exemplifies how important good written documentation/notes are.
This is where the "Handover Documents" which all C&S have to do come into play.
These have one major problem though, they are hidden away and folks rarely actually read through them.
Our first way of tackling it is Open Governance, an idea we nabbed from DCU's computer society. (https://forgejo.skynet.ie/Computer_Society/open-goverance)

All this information is public (transparency) and constantly made available to our members.
Our second public information cache is our Wiki (https://wiki.skynet.ie/).
This contains much of the knowledge of how to run the Skynet Cluster.
Our president is currently doing his FYP on this aspect of the society, documenting as much as possible in order to hand the torch forward.
We want to instill this transparency mentality into our members, so we are trying to lead by example in doing so.
If we ever fail to pass on the torch these repositories of information should be a catalyst to Reboot the Computer Society in the future.

#### Membership Growth
We are currently sitting at 133 members (109 being current students) which is an increase compared to the 122 we had by the end of last year (2023/2024).
This is significantly up from a low of 84 in 2020/2021 wherein 60 were alumni (~24 current students).
The current growth is largely due to previous committees hard work laying a solid foundation for us.
#### Communication
As a very digital based society we do make use of many online methods to communicate with our members.

However we do, from time to time use physical posters to advertise to a wider audience.
#### Diversity
We are diverse, its (quietly) a core part of our identity as a society, we dont really want (or need) to shout from the rooftops about it.
However last year many of the husts made it a central part of their presentation, so here is something which should give you a solid idea of who we are.
You will find many of our members are also part of Games, Games Development and Anime & Manga, which you would expect.
History, International, Out in UL, Philosophy & Debating are also places you will find them.
For the more hands on folks they find their way to Aeronautical and IEEE.
If they are feeling adventurous then Outdoor pursuits and Underwater Hockey may beckon them.

Since September 2024 we have had 14 unique events, if we go back to this time last year that rises to 26 events.
This high number of unique events stems from the fact that we cannot go to PyCon each week, not do an "Introduction to Git", if we did our attendance would fall through the floor.

On top of all that we have Skynet Training weekly, this is where the Knowledge Transfer about the Skynet cluster happens.
Or upgrades are done, or troubleshooting an issue happens.
These are less planned sessions but allow members to geek out about enterprise grade servers and technology.

Our budget is currently healthy and has been for the past few years.

#### Wolves
Our online platform, UL Wolves, has inbuilt budget management, we use this to manage our cash flow.
Primary responsibility lies with our Treasurer.
#### Banking
We use Bank of Ireland, which has a branch just outside the entrance of UL.
Each year to transfer access we fill out and submit the banking Mandate, followed by the Online change of admins form.
The mandate requires the treasurer and two other core committee members.
There is also a section for the previous signatories to sign.
When signing it one year we pre-sign the previous signatories section for the next committee, saves having us having to follow up with them.
#### Workflow
There are many times where we will need to buy something small from a local shop, the procedure for this is:
* A chosen committee member buys the item, ensuring they get a receipt.
* Paying by card is preferred as a screenshot of the transaction can be obtained.
* A copy of the receipt as well as the transaction screenshot is uploaded to the Societies file server in a specific folder.
* Treasurer refunds the member via bank transfer.
* Details is entered into the Wolves Budget System.

There are three main areas where we obtain the funds to run the UL Computer society:
* Membership fees
* UL Clubs and Societies
* Sponsorship
#### Membership Fees
We charge a nominal fee of €5 for membership for the year which nets us a reasonable (consistant) income.
#### UL Clubs and Societies
From C&S we have two sources of funding.
The first is that C&S matches (or tries to) all of Clubs and Societies income from the previous year.
This acts as a leaver and allows us to host larger events with out needing to penny pinch.
Secondly we, along with OPC, help setup, do networking and teardown the C&S Recruitment Fair.
For this C&S pay the Society for its service.
#### Sponsorships
Sponsorships are the most interesting source of funds as it requires us to make connections in enterprise.
Often along with the financial sponsorship the sponsor also wants to have a significant involvement in an event.
This has the added beneficent of giving our members an opportunity to network and aspire to reach interesting employers.

#### Class Presentations
At the start of the year we contact some of the prior lecturers we have had who we are on friendly terms with and ask if we can use 5-10 minutes of one of their classes to talk about Computer Society.
We typically use these presentations to inspire the students.
Since our events cover hardware, software, electronics and industry contacts, some of which are hard to come across during the normal coursework we often finds it falls on curious ears.
We do cool but niche and nerdy stuff that many of the students find fascinating.
#### Word of Mouth
One of our most powerful tools for publicity is word of mouth.
Its all good and grand when we go up on stage and give a presentation, but its so so much better when its a classmate or friend doing the same.
Folks will often go "My friend would love this, I'll bring them to that next event".
#### C&S Fair
The C&S Fair is an event run by C&S to promote all Clubs and Societies.
It allows prospective members to meet the committee, see some of the stuff we have to show off as well as ask questions.
We have found that setting up near interest adjacent Clubs/Societies such as Games Development, Games and Anime & Manga does wonders to introduce folks to Computer Society.
United we thrive.
#### Posters
For many events we commission posters from out PRO(s).
These are often used in our email and Discord announcements.
For major events we will print some out and hang them around the campus, sometimes in "interesting" places.

On our Discord (https://discord.skynet.ie) we have two announcements channels, one for general Society events as well as another specifically for Skynet.
This is the best place we can promote events to our current members since almost all of our active membership are on it.
Occasionally for large scale events we promote on other Clubs/Societies Discords as well.
#### Instagram
Instagram is good for reaching outside our core demographics, specifically when we are doing collab events with other Clubs/Societies.
The posters are extremely useful for this as well.
#### Email
Our final form of communication is Email.
While it is not as fancy as Discord or Instagram it is reliable, it has worked for 33 years and will work for 33 more.

#### Quiz with Games Dev
At the tail end of last year we held a Collab event with Games Development.
Part of the goal of the event was to promote Games Dev as a Society, the other part was to have it as a mixer.
One hurdle we had to overcome was that it was a paid event, nominal cost yes, but out members are used to our events being free to attend.
Another hurdle was it was being held in the Pavilion, which is on the far side of campus so we had to get folks to travel over there on their own accord.
To promote this event we went all out, the usual Discord and Email announcements.
Through our friendship with other Clubs/Societies we also promoted on their discords.
Posters were done up and plastered across campus, the normal places yes, but also the more novel/wierd places.
We also "kidnapped" friends and classmates to go to the quiz.
The result was a success and a nice melding of the two societies as well as several newcomers who just thought a pub quiz would be good fun.
To top it all off the winners got comically large wooden spoons.

Brendan Golden is the president/system administrator of UL Computer Society.
He helped forge connections with Games, Games Development, and the Anime & Manga societies.
He even helped the latter two in setting up.
He was instrumental in the development of the UL Computer Society, coordinating committee members in preparing several unique events for the entire academic year.
He also rebooted Skynet, UL Computer Society's in-house server cluster.
Brendan is responsible for most, if not all, of UL Computer Society's modern server infrastructure.
## 2. What are your THREE proudest achievements with societies this year?
### — Achievement 1 (5 Marks) (Max 250 words)
Brendan upgraded and revitalized Skynet and has self-organized regular training sessions to others on how to use it.
His hands-on training has helped our members learn and use subjects such as server infrastructure outside an academic environment without the stressors and consequences of a professional environment.
The training also helped enthusiasts find their passions and niches within the field of computing.
Since his Final Year Project was related to providing Documentation & Training for Skynet, he provided plenty of documentation and training for society members of any skill-level to be able to use the server.

Brendan was instrumental in the development of the Inter-Soc Committee member Discord server
This server helped build a common space for committee members of all participating societies to coordinate and network with one another.
This has helped encourage discussions and collaborations between societies.

Brendan was responsible for helping provide a common space for all students in the Computer Science and Information Systems Department.
This helped them to socialize and interact with their passion in an open and friendly environment outside class and their career.
This has improved the social lives of many students in the department, and better prepared them for a good post-college life.
## 3. What significant contribution have you made to the society/societies you were involved in during previous years of college? (Max 500 words)
Brendan's most significant contribution made to UL Computer Society was the development of Skynet, the society's in-house server cluster.
Using it, he was able to host minecraft servers for multiple societies, such as Games Society.
Additionally, he helped build Open Governance.
Open Governance is a system that allows the public to access information regarding decision-making, event information, and other important insights into current and past Committees.
This fosters a culture of openness and transparency regarding why certain decisions were made within the society.
## 4. Explain the top 2 challenges you encountered in your society work this year?
### — Challenge 1 (5 Marks) (Max 200 words)
One of the biggest challenges Brendan faced was implementing GDPR regulations while setting up the Inter-Society Networking Server.
This was a challenge because it required a lot of back and forth with the C&S office to ensure that the server was compliant with GDPR regulations.
The server also included innovative features like automatic addition and removal from the server based on Committee status.

Another challenge he encountered was organizing multiple events of different types every week.
This required a lot of coordination between committee members to ensure that events were prepared in time.
This was because the Computer Society adopted a model of having unique events every week.
This was done instead of the normal model of having regular weekly events to alternate between technical and social events and keep things fresh.

His contribution to the UL Computer Society's committee has been invaluable.
He acted as the leader of the committee, which covered a variety of topics.
This included coordinating members towards preparing budgets, working on Skynet, and organizing events.
He also regularly checked in on Committee members and offered help wherever needed, going well beyond what was expected of him to help our members.
His actions helped motivate a sense of responsibility among committee members and helped us create a friendly atmosphere in the committee and the society at large.
## 6. How has your societies' work impacted campus life in your college this year? (Max 200 words) 5 points
The UL Computer Society's work has had a significant impact on campus life.
For example, it gave students studying in Computer Science and similar subjects a common space to socialize and interact with other like-minded people with similar interests.
This helps students engage with the computer-related passions outside the classroom and their career and foster connections.
Additionally, we've offered many students a place to find respite from events like fresher's week.
This allowed people who don't participate in those events to still have a place to socialize and not feel left out.
## 7. Please describe two skills that you have developed as part of your society work that have prepared you for your post-college life.
### — Skill 1 (5 Marks) (Max 250 words)
The main skill Brendan said he learned during his time as president of the UL Computer Society was leadership skills, which would be instrumental in his career and future development.
These leadership skills contributed to him being a great leader and manager of people, which would surely help him greatly in his post-college life.

He also learnt other important soft skills like communication, networking, and teamwork, which are essential in maintaining a good life both during and after college.
These skills were developed from being in a leadership role in the UL Computer Society for several years.

## Overview
We need to bulk up our storage options for both our vm host and our backup servers.
To do this we are looking at €2800 in hardware acquisition, mostly HDD's.
We got €700 in sponsorship from NetApp with the remaining €2100 from teh C&S Strategic fund.
Rough plan is to have the event where we build the servers (maybe pizza as well for everyone not directly involved?), get them up and running, then at 20:00 head to Scholars for pints.

Advantage of these upgrades is stability in our hardware, will make it much harder to loose data.
Secondly it also gives us opportunities to train people in enterprise grate tech/tools that they would be hard pressed to do on their own.

## Overview
We need to bulk up our storage options for both our vm host and our backup servers.
To do this we are looking at €2800 in hardware acquisition, mostly HDD's.
We got €700 in sponsorship from NetApp with the remaining €2100 from teh C&S Strategic fund.
Rough plan is to have the event where we build the servers (maybe pizza as well for everyone not directly involved?), get them up and running, then at 20:00 head to Scholars for pints.
### Long term
Advantage of these upgrades is stability in our hardware, will make it much harder to loose data.
Secondly it also gives us opportunities to train people in enterprise grate tech/tools that they would be hard pressed to do on their own.

Trying to get us to move as one front rather than clubs v socs
Rugby - Not enough for two teams to travel on the day.

Computer - Last time funding increased, we got it by going through the senior leaders.
Aisling - Discussions tab may be good. Management don't know what we do.
Watersports? - They have the committee and numbers to run events every weekend but not enough funding
Rowing - They are one of the best clubs in the country but have to borrow boats.

Environment - C&S is growing in number but the pot is growing but the funding is the remaing the same size.
Computer - Maybe get bodies moving. Try to spin it as good PR for the Uni?
Dance - Clubs not represnting the uni properly. They see other unis getting the funding to travel but they don't

Aisling - 2 years ago went from 360k to 400k by pairing back non-club and society expense. ~€100 per student roughly. This is a resource in general. Clubs need to go through UL Sport for new developments and new clubs.
Final thoughts - Point out things that you mightn't have been able to do because you had no funding.
Noreen - Add if people had to pay to represent the university.
History - Would it be worth getting someone to look into other Unis about where they get their funding from.

Aisling - UL are using C&S to sell it by saying it's only €5 to join them at any time, but that is a miss-information.
Dance - Budget is only 1st round, 2nd round is non-budget C&S, 3rd round is guests not in C&S. Doesn't always go to 3rd round.
Environment - Is the Munster training ground in use all the time, might there be an oppertunit for clubs to use it.
Noreen - They are completely seperate, Munster had to fight themselves to let the Womens team to use it.

\subsubsection{The Secretary}
The Secretary's duties shall include the maintenance of all necessary documentation including the Minutes of all general meetings and committee meetings, and will be responsible for the Handover Documents for the incoming Committee.\\
The Secretary shall be responsible for routine communications within the Committee and the Society.
\subsubsection{The Treasurer}
The Treasurer's duties shall include the maintenance of the Society's accounts and the Society's budget submission.
\subsubsection{The Safety Officer}
The Safety Officer's duties shall be to ensure that the Society's Safety Statement is relevant and achievable, that the Society ensures good safety records are kept and that the Society complies with its Safety Statement.
\subsubsection{The Public Relations Officers}
There shall be two Public Relations Officers (PRO).\\
One shall be tasked primarily with PR roles to students in computing and related courses while the second shall be responsible for general PR.\\
The PROs shall be responsible for the advertising and organising of all events and functions of the society through all means possible.\\
The publicising of events shall be aimed at the university community as well as the wider community.\\
It is incumbent upon the PROs to report to the Students' Union newspaper, to local and, where appropriate, national press.\\
The office of PRO shall have the responsibility of organising all receptions held by the society, aided where necessary by other committee members.
\subsubsection{The Senior Systems' Administrator}
The Senior Systems' Administrator shall represent the Systems' Administration team of the Skynet Cluster (``Skynet'') and their interests on the committee.\\
He/she shall also be responsible for conveying committee decisions to the other members of the Systems' Administration team.\\
Any individual proposed for this role must be an existing member of the Systems' Administration Team.
\subsubsection{Other Officers}
The Society may appoint other officers at the discretion of the Committee.\\
Any such additional officers are not permanent officials of the Committee and need not be appointed every year, nor replaced if the position should become vacant for any reason.
\subsection{Election of Officers}\label{subsec:election-of-officers}
Subject to section 4.5, officers shall be elected at the relevant AGM (Annual General Meeting) in accordance with the provisions of section 5.2
\subsection{Resignation of Officers}\label{subsec:resignation-of-officers}
Officers may resign by giving one week's written notice to the Secretary, or in the case of the Secretary, to the Chairperson.
\subsection{Retirement of Officers}\label{subsec:retirement-of-officers}
All officers shall retire at the AGM immediately prior to the election of the new Committee and that Committee for the following year shall be elected in accordance with the provisions of section 5.2.
\subsection{Vacancies on the Committee}\label{subsec:vacancies-on-the-committee}
In the case of a vacancy on the Committee due to resignation or expulsion as per section 7 of an officer or for any other reason, the Committee shall have the power to co-opt any Member to the Committee until the next general meeting (be it an EGM or an AGM), at which a new officer will be appointed in accordance with section 5.2.
\subsection{Sub-Committees}\label{subsec:sub-committees}
The Committee may appoint and dismiss sub-committees from the Society membership and prescribe rules for those sub-committees as appropriate.\\
Sub-committees will retire annually on the date of the relevant AGM, or when their function is complete, whichever is the sooner.
\subsection{Handover Documents}\label{subsec:handover-documents}
Each outgoing officer of the Committee must present Handover Documents at the end of their term detailing the specific roles and responsibilities and the person(s)with whom they conducted the business of the Society in order to assist the incoming officers with their development of the Society.
\section{Meetings}\label{sec:meetings}
\subsection{General Meetings}\label{subsec:general-meetings}
(Annual General Meeting (AGM) \& Extraordinary General Meetings (EGM))
\subsubsection{}
The Committee shall give fourteen (14) days' notice of any general meeting to all members along with a call for any submissions and motions to be submitted to the Committee in writing six (6) days in advance of the general meeting.
\subsubsection{}
Members shall be notified of general meetings in writing through at least two media (text, email, and/or posters).
\subsubsection{}
The agenda for the general meeting including submissions and motions is to be circulated to Full Members five (5) days in advance of the meeting.
\subsubsection{}
An EGM must be convened at the request of fifteen (15) or more Full Members in writing to the Chairperson clearly stating the purpose for that meeting.\\
The EGM will be held no later than fourteen (14) days of receipt of the written request.\\
The Clubs and Societies Executive (CSE) must also be made aware of this request by a member of the Core Committee.
\subsubsection{}
The CSE must be notified of all general meetings by a member of the Core Committee.
\subsection{Voting at General Meetings}\label{subsec:voting-at-general-meetings}
\subsubsection{}
Voting shall be by show of hands unless otherwise determined in a vote of the meeting.
\subsubsection{}
Each Full Member shall have one vote at any general meeting.
\subsubsection{}
Motions and resolutions must be passed by a simple majority of those Full Members present at the meeting.
\subsubsection{}
Elections to the roles of officers of the Committee shall be by simple majority vote of those Full Members present at the meeting.
\subsubsection{}
All nominations for each committee position require a Proposer and separate Seconder from the membership.\\
Any Member may nominate themselves at the meeting for election as an officer of the Society Committee.\\
Officers who have immediately prior resigned pursuant to Clause 4.4 are eligible for re-election (unless they have become ineligible for any other reason).
\subsubsection{}
In the event of an equality of votes, the Chairperson shall have a second casting vote in addition to the vote to which he or she may in any case be entitled.
\subsubsection{}
In the event of a conflict of interest for the Chairperson, they must vacate the Chair and another Chairperson must be appointed by a vote of the members present for the duration that the conflict persists.
\subsubsection{}
At an AGM, the outgoing committee shall present for approval to the meeting the financial accounts of the Society for the year ending at that AGM\@.
\subsection{Quorum at Meetings}\label{subsec:quorum-at-meetings}
\subsubsection{}
The quorum shall be fifteen (15) Full Members, excluding Core Committee members, up to a one hundred (100) person membership.\\
If the membership of the Society shall exceed one hundred (100), then the quorum shall be five (5) additional members and an additional five (5) per one hundred (100) increases in membership thereafter, up to a maximum membership of five hundred (500).
\subsubsection{}
If the quorum is not reached at a general meeting the meeting cannot proceed, but must be reconvened within one week.
\subsubsection{}
If the Society fails to reach quorum at the reconvened general meeting, it will be put forward for de-recognition at the next CSC\@.
\subsection{Committee Meetings}\label{subsec:committee-meetings}
The Committee shall meet at least six (6) times per academic year with at least two(2) meetings being held in each semester.\\
Subject to the rules of this Constitution,the Committee shall determine its own quorum on election, and shall regulate its own procedures.\\
The Secretary shall give at least four (4) days' written notice of any committee meetings.
\section{Health and Safety}\label{sec:health-and-safety}
\subsection{Health \& Safety}\label{subsec:health-&-safety}
The Committee and the members of the Society will at all times do their utmost to comply with the Health \& Safety Statement of the Society to ensure any planned activities are safe to participate in and that members do not engage in behaviour likely to cause harm.
\subsection{Health \& Safety Statement}\label{subsec:health-&-safety-statement}
\subsubsection{}
The Society must have a Health \& Safety Statement.\\
This must follow the template provided by the Health \& Safety Consultants for Clubs \& Societies.\\
This will be available on the Clubs and Societies website.
\subsubsection{}
The Health \& Safety Statement must be reviewed annually by the Committee to ensure it remains relevant to the Society's activities and is compliant with any legislative changes or directives issued by a governing body.
\subsubsection{}
The Committee will inform its members of their obligations under the terms of the Health \& Safety Statement.\\
This should be undertaken at a general meeting and per event/trip briefing.
\subsection{Foreign Trips}\label{subsec:foreign-trips}
\subsubsection{}
If any member intends to make a foreign trip on Society business, they must inform the Clubs and Societies Development Officer (CSDO).
\subsubsection{}
An itinerary must be furnished to [the parties in 6.3.1] in advance of all trips outside of the island of Ireland.\\
The itinerary must include:
\begin{enumerate}
\item Flight/Ferry information, and accommodation phone numbers and a daily schedule of the planned activities.
\item The contact details of the event coordinators while abroad and the per- son/people designated to be responsible for First Aid (where possible).
\item In Case of Emergency (ICE) contact details must be provided by every participant to the event coordinators, and provided to the CSDO at least a week in advance of the planned trip.
\end{enumerate}
\subsubsection{}
The member must take the Clubs and Societies Travel Insurance Policy Number on any trip, which is available from the CSDO or ULSU Secretary General in advance of the trip.
\subsubsection{}
In accordance with the Health \& Safety Statement, the contact details for the Clubs and Societies Development Officer, General Manager and the ULSU President must be provided to the event coordinators.
\section{Disciplinary Action}\label{sec:disciplinary-action}
The Committee and members of the Society shall comply with the disciplinary, grievance, bullying and harassment procedures of the Clubs \& Societies Executive as may be amended from time to time.
\section{Financial Matters}\label{sec:financial-matters}
\subsection{Funds}\label{subsec:funds}
\subsubsection{}
All funds raised by the Society must be used for the express purpose of the promotion and development of Clubs \& Societies activities under the auspices of the Students' Union except in the case of funds raised by a charity event.
\subsubsection{}
In the event of de-recognition of the Society, any funds remaining shall revert to the Clubs \& Societies to be administered by the CSE\@.
\subsection{Bank Accounts}\label{subsec:bank-accounts}
\subsubsection{}
All accounts operated by the Society must be made known to the CSE in the annual budget.
\subsubsection{}
At least three (3) officers of the Committee, of which one must be the Treasurer,shall be nominated as signatories on the Bank Mandate for the Society's accounts,and at least two (2) officers of which one must be the Treasurer, is required to sign off on all transactions.
\section{Equipment}\label{sec:equipment}
\subsection{Equipment Policy}\label{subsec:equipment-policy}
\subsubsection{}
Equipment owned by the Society shall be used solely for the purposes of the Society in accordance with this constitution and shall be held and dealt with by the officers and members of the Society accordingly.
\subsubsection{}
In the event that the Society is de-recognised the ownership of all equipment/inventory shall be transferred back to the Clubs and Societies of the University of Limerick Students Union under the management of CSE.\\
This equipment will be held in trust until the Society is re-started or a similar interest club/society that may benefit from the use of such equipment (as decided by the CSE).\\
In the alternative,it may be decided by the CSE to sell off all such assets and return all proceeds to the Special Events Fund or Annual Budget of Clubs and Societies as appropriate.
\subsubsection{}
In the event of de-recognition, all officers of the Committee of the Society must ensure that all equipment is returned to the CSE without delay complete with keys for storage and location where necessary.
\subsubsection{}
The Committee of the Society is responsible for keeping a record of all assets controlled by the Society and for the storage and maintenance of any equipment and for keeping records of the maintenance, which shall be available to the Clubs and Societies Executive committee on request.
\subsubsection{}
The Committee is charged with the welfare and transfer of all such equipment.
\subsubsection{}
The CSE shall be the arbitrators of all aspects of the Clubs \& Societies Equipment Policy.
\section{Computing Cluster}\label{sec:computing-cluster}
\subsection{Skynet}\label{subsec:skynet}
Skynet, The Skynet Project and the Computer Society Network refer to the computer equipment, services and related infrastructure of The Computer Society.
\subsection{Cluster Administration}\label{subsec:cluster-administration}
\subsubsection{}
Skynet is maintained and administered by the Systems' Administration Team.
\subsubsection{}
The Systems' Administration Team shall be led by a Senior Systems' Administrator who shall be elected to the committee as per 4.1.6.
\subsubsection{}
Membership of the Administration Team is decided by the Administration Team.
\subsubsection{}
All candidate administrators must be full members of the society and in good standing with the society.
\subsubsection{}
Members of the Administration Team are subject to the same rules regarding Privilege as regular system users.
\subsubsection{}
The Systems' Administration Team may take whatever steps they deem necessary to ensure the stability and security of the Skynet Cluster and to ensure compliance with relevant regulations, policies and laws.
\paragraph{}
Any action taken should be the minimum needed to correct the immediate issue.
\paragraph{}
Any such actions should be reported to the Committee for discussion of disciplinary issues that may arise
\subsubsection{}
Where a member of the Systems' Administration Team is the subject of a pending disciplinary action, their administrative privileges shall be revoked pending the outcome of the disciplinary action.
\subsection{Skynet Accounts}\label{subsec:skynet-accounts}
\subsubsection{}
Accounts on the Skynet cluster are available to:
\begin{enumerate}
\item Full Members of the Society
\item Honorary Members of the Society
\item Clubs \& Societies of the University of Limerick
\end{enumerate}
\subsubsection{}
The authority to grant user accounts to any individual rests with the Committee of the Society.
\subsubsection{}
A user account may only be revoked at the direction of the Committee of the Society
\subsubsection{}
Where an individual is expelled from the Society, their account will be automatically removed.
\subsubsection{}
In the case where a user account is to be revoked, the user will be given a suitable opportunity to recover personal data from their account.
\subsection{Acceptable Usage Policy}\label{subsec:acceptable-usage-policy}
All account holders on the Skynet Cluster are obliged to abide by the following Acceptable Usage Policies (``AUP'') in the given order or precedence:

\end{enumerate}
The Committee shall make copies of these documents available on request.
\section{Legal Protocol}\label{sec:legal-protocol}
The Society shall comply with the Clubs and Societies Executive Club and Society Protocol in Legal Proceedings, a copy of which is attached as a schedule to this Constitution.
\section{Interpretation}\label{sec:interpretation}
\subsection{Interpretation of the Constitution}\label{subsec:interpretation-of-the-constitution}
Where a dispute arises as to the meaning of this Constitution or a dispute as to a conflict between this Constitution and the Constitution of the University of Limerick Students' Union, then the dispute shall be referred to an arbitrator to be appointed by the President of the University of Limerick Students' Union and the arbitrator's decision is final.
\section{Privileges Tribunal}\label{sec:privileges-tribunal}
\subsection{Purpose}\label{subsec:purpose}
The tribunal shall be responsible for determining the degree of privileges that Skynet accounts have.\\
When deciding privileges, the tribunal has the power to revoke accounts in cases of serious offences, used at its own discretion.\\The tribunal's decision is final.
\subsection{Scope}\label{subsec:scope}
The tribunal will only deal with breaches of the AUP or other issues related to the safe and smooth running of the Skynet Cluster
\subsubsection{}
Society disciplinary issues will be dealt with as outlined in Section 7.
\subsubsection{}
The Privileges Tribunal may refer a case for further disciplinary action in cases where a user's actions fall under the provisions of Section 7.
\subsection{Membership}\label{subsec:membership}
The Tribunal shall consist of the elected committee plus two Systems' Administrators.
\subsection{Conflict of Interest}\label{subsec:conflict-of-interest}
Where a member of the Tribunal faces a conflict of interest, they shall declare this conflict of interest and excuse themselves from the Tribunal for that sitting.
\chapter{Schedules}\label{ch:schedules}
\section{Initiation of Disciplinary Action}\label{sec:initiation-of-disciplinary-action}
\subsection{Breaches of Discipline}\label{subsec:breaches-of-discipline}
The following constitute breaches of discipline:
\begin{enumerate}
\item Serious or persistent breach of Health and Safety.
\item Bringing the name of the Society/Club into disrepute.
\item Acting against the aims and/or objectives of the Society/Club
\item Misappropriation of any funding relating to the Society/Club
\item Discrimination \& Harassment as defined in the Equal Status Act 2000
\item Gross misconduct by any member.
\end{enumerate}
\subsection{Procedure}\label{subsec:procedure}
\begin{enumerate}
\item All complaints relating to alleged breaches of discipline shall be made in writing (including email) to a member of the Core Committee and to the CSE in reasonable proximity to the date of the matter giving rise to the complaint.\\
The member of the Core Committee shall submit that written complaint to the Committee, whose decision, subject to the provisions of this rule, shall be final and binding.
\item On being advised of a complaint of an alleged breach of discipline and being of the opinion that the matter is of a sufficiently serious nature, the Committee, acting with all reasonable haste, shall appoint a sub-committee (as per section 4.6), comprising of five full members to deal with and adjudicate upon the complaint.\\
(For the purposes of section 7, the sub-committee dealing with the complaint is hereinafter termed “the Discipline Committee”.)
\item A written notice of a date, time and place of the meeting of the Discipline Committee at which such matters are to be considered and the nature of the complaints shall be given to the member concerned at least fourteen (14)days prior to the meeting.
\item The member shall be entitled to attend at such meeting and shall be afforded the opportunity to respond to the complaints
\item The quorum for a meeting of the Discipline Committee shall be three (3).\\
Voting shall be by secret ballot, and the elected Chairperson of the Discipline Committee shall be entitled to vote and not have a casting vote.\\
A majority of those present and voting shall be required to find a member in breach of discipline.\\
The Discipline Committee shall have power to caution, discipline, and sanction such member in such manner as it considers appropriate, or to suspend the member's membership for such period as it considers appropriate, or to expel the member from membership of the Society/Club or of any committee thereof, or to impose such condition on members continued membership as the Discipline Committee considers appropriate.
\item During a period of suspension, a member shall be denied all rights and privileges of membership.\\
In the event of suspension or expulsion the member shall not be entitled to a refund of the whole or any part of the Membership Fee for the year(s) in which a suspension or expulsion occurs, and any Membership Fee falling due within the period of suspension shall remain due and payable.
\item A member desiring to appeal against the finding of the Discipline Committee and/or against the sanction imposed may within fourteen (14) days of the decision request the CSE to consider the appeal.\\
Such request must be made in writing.\\
Upon the receipt of such an appeal the CSE shall appoint one if its members to hear the appeal, who will request written submissions from both the Discipline Committee and the member lodging the appeal and shall make their decisions based on those written submissions.\\
In exceptional circumstances the CSE appointee may (at his or her sole discretion)convene a meeting with either or both of the Discipline Committee and/or the appellant, either alone or together.
\item In the event that a finding by the Discipline Committee of a breach of discipline is upheld, or in the event of an appeal against severity of sanction only, the CSE shall, inter alia, have power to reduce or increase the sanction.
\item Pending the decision of the CSE, the sanction imposed by the Discipline Committee shall not take effect.
\item The decision of the CSE shall be final and binding.
\end{enumerate}
\section{Grievance Procedure}\label{sec:grievance-procedure}
The Clubs and Societies are voluntary social, recreational and leisure clubs who run activities for students and staff of the University of Limerick to enjoy in their leisure time.\\
In this regard, we would hope that Club \& Society members will get along with each other without any grievances arising.\\
However, we do understand that from time to time, grievances caused by misunderstanding, disagreement or general dissatisfaction may occur among Club members.\\
Full recognition is given to the significance of personal grievances and it is our policy that all grievances will be dealt without undue delay and resolved at the earliest possible stage
\begin{enumerate}
\item In the first instance, it is expected that any Club member with a grievance will attempt to resolve it informally by speaking with the individual(s) concerned in an attempt to resolve the issue amicably.\\
If a resolution is agreed at this stage, both members involved should agree to put the issue behind them for the good of the Club/Society.
\item If the member experiencing the grievance does not feel confident in approaching the individual(s) concerned, they should speak to a member of the Club/Society committee and explain their grievance to them.\\
The committee member should facilitate a meeting between the member and the individual concerned with a view to resolving the grievance as quickly and amicably as possible.\\
This meeting should take place within five days of the member raising the grievance.
\item If there is no agreement at this stage, the member experiencing the grievance should submit their grievance in writing to the Club committee.\\
The committee should appoint two members of the committee to investigate the grievance within five days of receiving the grievance.\\
The investigation should be done through meeting both parties involved in the grievance and any other person who the two members consider appropriate.\\
Minutes should be taken at the meeting and a report of the findings prepared.\\
A decision should be made by the two members as to what the outcome of the grievance is.\\
his information should then be presented to both parties of the grievance.\\
Those investigating the grievance should aim to resolve the grievance within ten days of receiving the grievance.
\item If either party is unhappy with the outcome of the investigation into the grievance, they should appeal the decision to the Clubs and Societies Executive Committee outlining the reasons for the appeal within seven working days of receiving the outcome of the grievance.\\
The Clubs and Societies Executive Committee should appoint two members to hear the appeal meeting within five days of receiving the appeal.\\
An investigatory meeting should take place if necessary and a decision made within ten days of receiving the appeal.
\item It is expected that at any stage at which resolution is achieved that the members will agree to work together in harmony for the sake of the other members of the Club.
\end{enumerate}
\section{Bullying \& Harassment Procedures}\label{sec:bullying-&-harassment-procedures}
There is both an informal and formal procedure to deal with the issue of bullying/harassment within the clubs.\\
It is our aim that any investigation that takes place will be completed as quickly as possible.
\subsection{Informal Procedure}\label{subsec:informal-procedure}
It is often preferable for all concerned that complaints of bullying or harassment are dealt with informally whenever possible.\\
While in no way diminishing the issue or the effects on individuals, an informal approach can often resolve matters more effectively.\\
As a general rule therefore, an attempt should be made to address allegation of bullying/harassment as informally as possible by means of an agreed informal procedure.\\
The objective of this approach is to resolve the difficulty quickly and effectively, with the minimum of conflict and stress for the individuals.
Any member who believes he or she is being bullied/harassed should explain clearly to the alleged perpetrator(s) that the behaviour in question is unacceptable.\\
In circumstances where the member finds it difficult to approach the alleged perpetrator(s) directly, he or she should seek help and advice, on a strictly confidential basis, from a fellow member of the Club.\\
The fellow club member can be a support for the complainant in approaching the alleged perpetrator to explain the reasons they feel they are being bullied or harassed.\\
It is recognised that it may not always be practical to use the informal procedure, particularly where the harassment/bullying is of a very serious nature.
\subsection{Formal Procedure}\label{subsec:formal-procedure}
If an informal approach is inappropriate or if, after the informal stage, the bullying/harassment persist, the following formal procedures should be invoked:
\begin{enumerate}
\item The complainant should make a formal complaint, in writing, to the Club committee detailing precise details of actual incidents of bullying/harassment; for example, state the name of the alleged perpetrator, the nature of the complaint, dates and times of when the incidents occurred, witnesses, and any action that the complainant may already have taken, if any.
\item The alleged perpetrator(s) should be notified in writing that an allegation of bullying has been made against them.\\
They should be given a copy of the complainant's statement as soon as is practicable and advised that they shall be afforded a fair opportunity to respond to the allegation(s), within specified time limits.\\
No outcome regarding the complaint will be made until a full and fair investigation has taken place.
\item Before commencing an investigation, the Club committee may take the decision to exclude the alleged perpetrator from any Club activities while the investigation is ongoing if it is deemed appropriate.\\
This in no way implies any wrong doing on the part of the perpetrator but will be taken as a cautionary measure to prevent exacerbating the situation between the complainant and the alleged perpetrator.
\item The Club/Society committee will appoint two members of the committee who will be tasked with investigating the complaint.\\
They will prepare clear terms of reference which outline the background to the complaint, who should be interviewed through the course of the investigation and the timeline in which to resolve the complaint.
\item Meetings will be arranged with the complainant, the alleged perpetrator and any other person who the two members consider appropriate.\\
All will be asked to respond to the complaint and detail their version of events.\\
Both parties and witnesses have the right to be accompanied by a representative at all meetings.\\
Meeting notes will be taken and once committed to type must be signed by the relevant person who was interviewed as a true and accurate reflection of the discussion.
\item Those investigating will prepare a report of their findings and submit it to the Clubs/Societies committee for a final decision.\\
The two committee members who have taken part in the investigation should not make a decision regarding the outcome.
\item Once a decision has been made, the complainant and the alleged perpetrator must be informed as soon as is practicable.
\item If the complaint is upheld, the Club/Society committee will instigate the Clubs and Societies Disciplinary Procedures.\\
Actions taken can include expulsion from the Club/Society.
\item If the complaint is not well found, both parties should be brought together by the Club/Society committee and a mediation process should be implemented to ascertain whether both members can move on and continue to partake in the club/societies activities.
\item If the complaint is discovered to be malicious or vexatious, the Club/Society Committee may instigate the Clubs and Societies disciplinary procedures against the complainant.
\item Retaliation of any kind against the member for complaining may also constitute bullying/harassment and is a serious disciplinary offence.
\end{enumerate}
\subsection{Appeals Process}\label{subsec:appeals-process}
If either party is unhappy with the outcome of the investigation, both parties have the right to appeal to the Clubs and Societies Executive Committee within 5 working days of the findings being issued.\\
A party, who wishes to appeal the outcome, should put the reason for the appeal in writing and address it to the Students' Union President.\\
Upon receiving the appeal letter, the Clubs and Societies Executive Committee will appoint two members of the Committee to hear the appeal.\\
They may choose to conduct further investigations or implement a new investigation.\\
A decision regarding the outcome should be taken within ten working days of receiving the appeal.
\subsection{Confidentiality}\label{subsec:confidentiality}
All individuals involved in the procedures referred to above should maintain strict confidentiality on the subject.\\
All involved will be reminded of this throughout the investigation process.
\section{Legal Protocol}\label{sec:legal-protocol2}
Clubs' and Societies' Protocol on Legal Proceedings [Passed 24/02/09]
\subsection{Step 1}\label{subsec:step-1}
A formal request must be made from a Club or Society to the Clubs \& Societies Executive prior to any legal advises being sought to the Clubs \& Societies Executive.\\
The formal request will be in written form outlining in detail the time line of alleged grievance and how it effects the clubs activities or good name.\\
Full disclosure of all documents and correspondences (email, phone calls, text, web) must be made available to the Clubs \\& Societies Executive.\\
The written request must be accompanied by a signed declaration by the committee that the information contained within is truthful and an accurate account of the issue in question.
\subsection{Step 2}\label{subsec:step-2}
The Clubs \& Societies Executive will convene and the issue will form part of their weekly meetings on the official agenda.\\
Clubs \& Society Executive members with membership of the club or society in dispute must declare all affiliations and vacate the meeting where conflict of interest arises.\\
The Clubs \& Societies Executive shall request the signatories of the initial formal request to attend a meeting in person of the Clubs \& Societies Executive prior to a decision being made to grant or reject the request for referral to the ULSU solicitor.\\
A majority decision is required from the Clubs voting members of the C\&S Executive and a majority of the Society voting members of C\&S Executive in order to grant permission for the issue to be referred for legal advice to the ULSU solicitor by the applicant club/society.\\
In the event of conflicts of interest it will be a majority of the remaining voting members of the Clubs \& Societies Executive.
\subsection{Step 3}\label{subsec:step-3}
When a legal opinion has been offered, it must be disclosed in full to the Clubs \& Societies Executive.\\
Each subsequent request to proceed from one legal action/proceeding to another will be subject to approval by the Clubs \& Societies Executive on the basis of legal opinion and the ``majority decision basis''.
\subsection{Step 4}\label{subsec:step-4}
Clubs \& Societies Executive retain the right to sanction or reject the initiation of any legal action or proceeding subject to the legal advises at any time.\\
This shall be on the grounds that no one club or society may unnecessarily expose the level of risk to the overall integrity of the University of Limerick's Clubs and Societies.
