fix: paper server jar input rule ( #3494 )

Changes Paper egg server jar variable input rule to match the other Minecraft eggs. Matches `a-zA-Z0-9_` and `.jar` at the end instead of hard-coded length value of 20.

ui(admin): lower table loader height
...
fixes tables growing while the page is loading, this is very noticable
when latency to the API is low, which means the loader is only visible
for 1/30th to 1/20th of a second.
