nginx.nix: don't reload nginx
Fixes #227
Reloading nginx manually is actually not needed (see
nginx-config-reload.service) and causes deadlocks.

fix conditions for enabling services
Without this fix, kresd and others would get enabled even though the
main mailserver option is disabled.
