kresd: no need to explicitly set nameserver
Since https://github.com/NixOS/nixpkgs/pull/124391, enabling kreasd also
sets `networking.resolvconf.useLocalResolver = true`.

fix conditions for enabling services
Without this fix, kresd and others would get enabled even though the
main mailserver option is disabled.
